Burlington as we know it today is rich in history and modern traditions of many First Nations and the Métis. From the Anishinaabeg to the Haudenosaunee, and the Métis – our lands spanning from Lake Ontario to the Niagara Escarpment are steeped in Indigenous history. ​


​The territory is mutually covered by the Dish with One Spoon Wampum Belt Covenant, an agreement between the Iroquois Confederacy, the Ojibway and other allied Nations to peaceably share and care for the resources around the Great Lakes.


We acknowledge that the land on which we gather is part of the Treaty Lands and Territory of the Mississaugas of the Credit.

  • Refuse the applications for Official Plan Amendment and Zoning By-law Amendment submitted by MHBC Planning on behalf of Losani Investment Corporation proposing a 25-storey mixed use building with 240 residential units and 475 square metres of non-residential use at-grade at 127 Plains Road West.

  • Dissolve the current Licensing Appeals Committee and approve the Appeals Committee Terms of Reference, attached as Appendix A to development and growth management report DGM-57-25, establishing the new Appeals Committee; and

    Approve the amendment to Public Vehicle License By-law 20-2009, a bylaw to provide for the licensing, regulating and governing of Public Vehicles in the City of Burlington in order to change the appeals process and provide additional time for business owners to appeal decisions of the City, attached in draft form as Appendix B to development and growth management report DGM-57-25, in a form satisfactory to the Commissioner, Legal and Legislative Services/City Solicitor; and

    Approve the amendment to Business License By-law 42-2008, a bylaw to provide for the licensing, regulating and governing of various businesses in the City of Burlington in order to change the appeals process and provide additional time for business owners to appeal decisions of the City, attached in draft form as Appendix C to development and growth management report DGM-57-25, in a form satisfactory to the Commissioner, Legal and Legislative Services/City Solicitor.

    Approve the amendment to Adult Entertainment By-law 01-2008, a bylaw for Adult Entertainment establishments licensing in the City of Burlington in order to change the appeals process and provide additional time for business owners to appeal decisions of the City, attached in draft form as Appendix D to Development and Growth report DGM-57-25, in a form satisfactory to the Commissioner, Legal and Legislative Services/City Solicitor; and

    Amend the Committee of Adjustment Terms of Reference, removing Property Standards responsibilities, attached as Appendix E to development and growth management report DGM-57-25.

Confidential reports may require a closed meeting in accordance with the Municipal Act, 2001. Meeting attendees may be required to leave during  the discussion.

  • Receive and file information items, having been considered by Council:

  • Enact and pass By-law Number 51-2025 being a by-law to confirm the proceedings of Council at its meeting held August, 13, 2025 being read a first, second and third time.

  • Adjourn this Council now to meet again at the call of the Mayor.
