She stated that staff have been working with Stantec to undertake cultural heritage evaluations of the 27 shortlisted properties. Chloe introduced the consultants - Meaghan Rivard, Senior Heritage Consultant, and Christian Giansante, Cultural Heritage Specialist, who shared their findings for the first six evaluations. 2437 Dundas St. (Nelson United Church)- met 3 criteria (design/physical value, historical/associative value and contextual value) and is eligible for designation. 451 Elizabeth St. (Iron Duke) - met 2 criteria (design/physical value and historical value) and is eligible for designation. Several members commented that this property should meet other criteria as they considered the building a neighbourhood landmark. 458 Elizabeth St. (John Taylor House) - met 1 criteria (design/physical value) and is not eligible for designation. Committee members were not in agreement with the findings of the evaluation and stated that this property has contextual value because it is important in maintaining and supporting the character of the area and should be re-evaluated. 461 Elizabeth St. (Knox Presbyterian Church) - met 2 criteria (design/physical value and contextual value) and is eligible for designation. Several members commented that this property should meet other criteria under historical/associative value. 482 Elizabeth St. (Laing Speers House) - met 3 criteria (design/physical value, historical/associative value and contextual value) and is eligible for designation. 472 Locust St. (Paroisse St. Philippe) - met 3 criteria (design/physical value and contextual value) and is eligible for designation. Members were of the opinion that this property has historical/associative value also. Concern was raised by the committee that the historical/associative value of the above properties was not given sufficient prominence in the Cultural Heritage Evaluation Reports. Alan asked if the Burlington Historical Society could provide a half page of history (stories) for each property that could be included in the final reports. The consultants agreed to receive this information. The consultants advised that the findings for the above properties will go to Committee of the Whole on December 2 and Council on December 10. They are working towards presenting findings to Heritage Burlington for Batches 2 and 3 in December. Motion - Heritage Burlington Advisory Committee recommends that Council designate the following properties under Part IV of the Ontario Heritage Act: 2437 Dundas Street (Nelson United Church); 451 Elizabeth Street (Iron Duke); 458 Elizabeth Street (John Taylor House); 461 Elizabeth Street (Knox Presbyterian Church); 482 Elizabeth Street (Laing Speers House); and 472 Locust Street (Paroisse St. Philippe). CARRIED 8.2Food for Feedback Debrief Members who participated in the Food for Feedback event on September 14th shared that it was very well attended and a wonderful opportunity to engage with residents on heritage and hear their stories. Jo-Anne shared the feedback received on the two exercise boards that were used at the event. The top 3 categories in response to "What is most important to you for preserving Burlington's heritage?" were architecture, landmark and good condition. The top 3 categories in response to "How should we promote and celebrate our heritage?" were signage, heritage tours and storytelling (in person or video). Jo-Anne thanked all the members who took time out of their Saturday to volunteer at this event and asked that the t-shirts be returned at the next committee meeting. 8.3Change of December meeting date Jo-Anne asked if members were amenable to moving the December committee meeting from the 11th to the 17th. Members were in agreement and moved the following motion. Motion - Move the Heritage Burlington meeting from December 11 to December 17. CARRIED 9.Other Business: Alan shared that John Jefkins, who is a first-generation descendant of a British Home Child, will speak at the Burlington Historical Society's meeting on October 15, 2024. Chloe advised that the amendment to the Heritage Property Tax Rebate By-law was approved by Council on September 17, 2024. Chloe advised that "The Acland House" located at 383-385 Pearl Street will be moving to its new home on October 10 and noted that it will be designated when the draft plan of condominium is submitted to the City. Chloe shared that staff believe the stone knee wall on Lakeland Crescent is on city property but will have to be confirmed by a survey. Jo-Anne advised that recruitment for all advisory committees will begin on October 28 with a deadline of November 11.
