The Chair read the land acknowledgement.

Lynn provided an update on the Electric Mobility Strategy.

  • staff collaborated with BurlingtonGreen on the strategy.
  • there are currently EV charging stations in all city facilities, with more continuously being added.
  • Burlington is well positioned, on a per capita basis, with EV chargers in both public and private spaces.
  • Grid capacity is a common concern in the community.  The city is working with Burlington Hydro to see what the future looks like and ensure grid capacity.  More information will be provided about a public engagement session planned for the end of April, and a report going to committee in July.
  • Burlington transit is undergoing a zero emission bus study to plan for the future and the charging of electric buses.
  • BurlingtonGreen (BG) is hosting an event on April 27th at the Eco Hub. EV's will be promoted at the event.
  • BG Beach Eco Hub on the Burlington waterfront is a showcase for the public to learn about all things related to sustainability.
  • staff will bring an update on the Electric Mobility Strategy at the end of the year.
  • staff often partner with BurlingtonGreen and Burlington Hydro to bring events to the community.

Committee members expressed an interest in advocating for micro mobility.

Micro mobility experiences a few barriers in Burlington - lack of infrastructure of separated bike lanes, limited budgets, and city bylaws that restrict the use of e-bikes and e-scooters on the city's multi-use trails.  

Committee members are interested in performing a scan of local municipalities to understand the policy landscape for the use of e-bikes and micro mobility.  BurlingtonGreen is interested in an electronic mobility strategy.  There may be an opportunity for ITAC and BurlingtonGreen to partner?

Motion: invite BurlingtonGreen to a future ITAC meeting for a general overview and to learn more about their interests/initiatives regarding electric vehicles.  Carried.

Dan provided an update:

  • there are two major cycling projects at Prospect St. and Walkers Line.  These are not the only programs, but they represent two major infrastructure projects where bike lanes are protected from vehicle traffic.
  • staff is preparing for Bike Month in June. Bike Month is a good opportunity to kick off the cycling season each year.  Staff team up with BurlingtonGreen, Burlington Public Library and Tourism Burlington to deliver a promotional campaign that promotes cycling and cycling safety by giving away bike bells, bike lights and maps.  ITAC members are encouraged to participate.
  • city staff provide feedback on projects led by other organizations that impact active transportation in Burlington. Staff currently providing feedback on five Bruce Trail pedestrian crossings north of the 407 to improve signage and pavement markings.

Chris King provided an update:

  • staff will bring a report to Committee of the Whole on June 10th regarding automated speed enforcement. The ASE program permits municipalities to manage their own speed enforcement program and the fees associated with it. A road safety coordinator will be hired in the coming months to manage this program for city streets.  The program is for city roads, and priority will be given to areas with schools and school activity to start.  In future, city staff could work with the Region to discuss expanding the program to regional roads that are in school zones.

    Members identified the need for speed mitigation in the regional roads around high schools.

  • Burlington is currently not a vision zero community.  The new road safety coordinator will focus on vision zero and safety education.
  • Staff will be undertaking a review of the Traffic Calming policy.

Tony provided an update:

  • ridership continues to grow post covid and is up 20%.  Staff continue to revise schedules to accommodate increased needs.  Examples include adding capacity around school bell times and rush hour.  Some adjustments will be made in May and further revisions will come in September.  All the changes will support the changing ridership needs.
  • Tony will provide a presentation regarding the Transit Business Plan at a future ITAC meeting.
  • Members are interested in reviewing the 2025 budget proposals related to the Integrated Mobility Plan (IMP) and providing transportation staff with support where needed. 
  • Members are interested in supporting staff on any IMP initiatives as needed.
  • Members continue to express an interest in Micro Mobility.  Next steps for the working group dedicated to this area will be determined after hearing from BurlingtonGreen.
  • Members expressed an interest to get involved in bike month along with BurlingtonGreen and the Burlington Cycling Committee.  Jon will reach out to cycling committee members to see what their involvement will be and how they can work with ITAC members.
  • The MTSA working group will do some investigating with staff to see how they can provide staff with input in the pre consultation process (i.e., environmental impact studies, etc.).
  • Pat, Andrea and Jon have committed to be at the Bfast event on May 4th to represent ITAC.  Members will handout a comment card as an opportunity to engage with the public and gather their feedback.  The comment card question will be:  What would make your moving around the city easier? safer? more fun?  Lisa to take this back to communications staff to review the wording and create the card.
  • ITAC members will participate in the Bfast Forum on May 4, 2024.
  • Members are discussing participation in the Food for Feedback event on September 14, 2024, as well as joining city staff and BurlingtonGreen in Bike Month activities in June (more information to come).

A liaison for this committee has not yet been appointed.

Staff organizing the Civic Recognition spring event are looking for a member from each advisory committee to participate on the selection panel.
