The Chair read the land acknowledgement.

On motion, the minutes from the meeting held November 13, 2024, were approved as presented.

  • Chloe provided a brief overview of the project and introduced the consultants - Christian Giansante, Cultural Heritage Specialist, and Lashia Jones, Senior Cultural Heritage Specialist, who shared their findings for the following four properties.
    • 513 Locust St. (A Different Drummer Books) - met 1 criteria (historical/associative value) and is not eligible for designation.
    • 490 Elizabeth St. (Laing Fisher House) - met 3 criteria (design/physical value, historical/associative value and contextual value) and is eligible for designation.
    • 550 Hurd Ave. (Hepton Weeks House) - met 2 criteria (design/physical value and contextual value) and is eligible for designation.
    • 390 John St. (Shaver Building) - met 2 criteria (design/physical value and contextual value) and is eligible for designation.
  • Committee members were not in agreement with the evaluation for 513 Locust St. and stated that this property has strong contextual and historical/associative value due to the historical ownership of the property and the defining character of the neighbourhood.
  • Chloe noted that committee members can provide further information to the consultants.
  • Chloe advised that the remaining evaluations will come to Heritage Burlington in January for review and the staff report will go to Council in Q1 2025 for approval.
  • Motion  - Heritage Burlington Advisory Committee recommends that Council designate the following properties under Part IV of the Ontario Heritage Act:
    • 490 Elizabeth Street (Laing Fisher House)
    • 550 Hurd Avenue (Hepton Weeks House)
    • 390 John Street (Shaver Building); and
    • 513 Locust Avenue (A Different Drummer Books). CARRIED
  • Chloe advised that the owner wishes to provide input into the Statement of Cultural Heritage Value or Interest and noted that it would be beneficial for staff to have conversations with the owner about the Statement.
  • Members were in agreement.
  • Committee reviewed the 2025 schedule of meetings. Motion - Approve the 2025 schedule of meetings for Heritage Burlington. CARRIED
  • The Special Heritage Burlington meeting that was approved by motion at the November 13, 2024, meeting will be held on January 29, 2025, to review the remaining Bill 23 - Heritage Designation Shortlist properties.
  • Michele reviewed the draft 2024 annual report with committee members and a suggestion was made to include the names of the members who are leaving the committee in the last paragraph. Motion - Approve the 2024 annual report for Heritage Burlington, as amended. CARRIED
  • Jo-Anne briefly reviewed the 2024 workplan/budget for the benefit of the new members. It will be discussed at the January meeting. Action - Jo-Anne to circulate 2024 workplan/budget to members for their review.
  • On motion, Marsha Paley and Andy Lyster were elected as Chair and Vice Chair, respectively, for the term ending December 31, 2025.

  • Alan advised that the guest speaker for the January 13, 2025, Burlington Historical Society meeting will be Sarah Farr who will share some details she has learned about the infamous Evelyn Dick case.
  • Marsha thanked Michele for her many years of service on Heritage Burlington and wished her all the very best in her future endeavors.
