Kate Hill-Montague, Senior Planner with the City of Burlington, provided a presentation about the downtown policies in the Official Plan (presentation attached).

ACTION ITEMS:

  • Committee members to go on GetInvolvedBurlington.ca and take the new survey for this project.
  • Chris to draft a letter on behalf of the Cycling Committee to provide the committee's feedback into the Official Plan.
  • Committee members to email Chris with suggestions for the letter.
  • Georgie to circulate the draft letter via email for the committee's approval.

Jackie shared the following:

  • working on hosting a cycling festival in June 2020. Met with Greg Pace from Moon in June and he is willing to assist with closing the road a few hours earlier for the festival. Moon in June is held in the evening and the cycling festival would be held in the afternoon. Dan will speak to city events staff to see what other requirements there will be.
  • committee members toured Aldershot in September.
  • James, Jackie and Chris hosted three rides in June with city councillors.
  • for 100in1day Dan had a protected bike lane on Brant Street up to Baldwin.
  • committee members participated in Share the Road ride.
  • engagement was undertaken at Movies Under the Stars in the summer for the cycling master plan.

Chris provided the following update:

  • feedback was provided on the draft cycling master plan. Short-term planned cycling infrastructure will require significantly higher capital budget amount than currently planned. There is $12 million allocated in the capital budget (subject to budget approvals) which includes provisions for funding from senior levels of government.
  • Ward 2 councillor forwarded information about a number of intersections being reviewed in downtown Burlington, many on the Centennial multi-use path as well as other streets in the city. Chris provided recommendations based on the design principles supported by the committee for intersections where the sidewalk and multi-use path were raised to include an incline.
  • attended a public information centre in September for the Hwy 403 interchange improvements at Northshore Blvd and Brant Street. Both these streets are planned to add on-road bicycle lanes, however these roads have far too high speed and traffic volumes for on-road bicycle lanes to be sufficient for safe and comfortable use by most residents. Cycling facilities protected by a curb or other barrier were recommended to MTO. The representative from the MTO said that additional protected infrastructure recommendations would have to come from the city.
  • London put forward a cycling master plan in 2016. Their cycling committee delegated to council to highlight the impact of cycling infrastructure on the city's ability to meet ambitious climate goals as a result of the city's Climate Change Emergency declaration. Their committee highlighted to Council the need for a shift from widening roads and interchanges to increasing spending on active transportation. Chris would like this committee to put together something similar.
  • Feedback was submitted in July supporting staff direction to look at potential for enhanced cycling facilities on Maple Ave. Dan advised that Maple was resurfaced and bike lanes were cut off at Lockhart/Ontario Street. Councillor Kearns put forward a motion that was approved by Council to direct staff to look at improved cycling facilities on Maple Avenue from Lakeshore to Fairview, including consideration of changes to vehicle lanes if necessary.

ACTION ITEM:

  • Chris to share London's report on their cycling master plan.

Dan shared the following:

  • Halton Cycling Summit, Nov. 19, hosted by Tourism Halton at Velodrome in Milton. Dan will be providing an update at the summit on what Burlington is doing. There will also be a discussion about cycling routes in Halton as they want to sign the routes and promote them.
  • hoping to present the cycling master plan to committee and council in February 2020.
  • North Burlington Active Transportation Strategy is looking at cycling facilities on roads north of Hwy 407. A draft network map is being developed and staff will be going back to the public with phase 2 of public engagement.
  • Francis Road multi-use path is almost completed. The path starts at Plains Road near IKEA and goes to Northshore Boulevard. It includes rest areas, wayfinding signs, and a bike repair station where the path connects with Northshore Boulevard.
  • in September, staff attended the Food for Feedback event to inform the public about the cycling master plan. A lot of positive feedback was received supporting cycling and active transportation.
  • teamed up with Town of Oakville to order 10 heavy duty air pumps. Once pumps are received, Dan will be asking the committee for location suggestions.
  • Dan will be meeting with the supplier of the cycling giveaways to order supplies for 2020.

Claudia advised that ITAC has changed its structure from quarterly meetings to monthly meetings.

Georgie provided an overview of the Advisory Committee Review report and answered questions. Committee members shared their concerns and agreed that someone should delegate to the Committee of the Whole meeting.

Motion: James Schofield to attend the November 4, 2019 Committee of the Whole meeting as a delegate on behalf of the Cycling Committee and share the committee's feedback about the Advisory Committee Review. Carried

Claudia requested data on cycling related collisions in Burlington that includes injuries, fatalities and locations for the last 5 years.
