Direct the City Manager to work with the Mayor to develop a more detailed framework for moving forward with the creation of a Governance Charter and Code of Conduct for Council; and

Direct the City Manager to meet with council members individually to discuss the proposed framework prior to reporting back to Committee of the Whole.
