The Planning and Development Committee, in accordance with Section 34 of the Planning Act, as amended, held Public Meeting No. 10 on September 5, 2017 to receive the proposed Zoning By-law amendment for 1215 Appleby Line. Having considered the oral and written comments received from staff and delegations, the Planning and Development Committee received PB-59-17 for consideration.

    Approve the application by Glenn Wellings, Wellings Planning Consultants Inc, 513 Locust Street, Burlington to rezone 1215 Appleby Line; and

    Approve By-law 2020.382 to rezone 1215 Appleby Line by amending exception No. 452 to accommodate a condominium form of development.

Joseph Tomaino, Norjohn Transfer Systems Limited appeared before committee seeking clarification regarding the proposed development. Mr. Tomaino requested that the Ontario Municipal Board (OMB) minutes of settlement regarding the property be reviewed in conjunction with any future application for development.

Suzanne Mammel, Hamilton-Halton Home Builders' Association (HHHBA) appeared before committee and presented the association's concerns with the draft official plan. Ms. Mammel stated that the draft official plan is incomplete and requested that additional data be added to the plan.

Mark Bales, Carriage Gate Homes appeared before committee and presented concerns with the draft official plan. Mr. Bales outlined the importance of growth in the City in the future and requested that additional data be added to the draft official plan.

    Receive and file clerks department report CL-18-17 regarding Burlington Accessibility Advisory Committee 2016 annual report and 2017 workplan.

    Approve the Arts and Culture Funding Program as outlined in planning and building department report PB-58-17; and

    Direct the Director of Planning and Building to conclude the Cultural Action Plan Implementation Committee (CAPIC) and to work with the cultural boards in developing a new plan to advance culture in the City and where appropriate implement “An Engaging City” strategic objectives.
