On motion, the minutes from the meeting held September 27, 2021 were approved as presented. 

None. 

No updates at this time. 

Kristin explained that a letter was sent out on behalf of the committee regarding previous resolutions from the committee, however after discussion and feedback from city staff it was determined that this is not within our jurisdiction as a committee, as this is a provincial matter and it is not apart of our mandate to provide feedback on this concern. 

If residents would like to delegate at the Library Board they are able to, however BSAC will not be delegating on this matter. 

Kristin explained that the Public Appointment Policy is currently being updated and we will be recruiting soon. 

Note: After the meeting it was found that the policy will be going to the November committee and council meeting, therefore recruitment is expected to begin in the next month. 

The committee discussed December meetings in the past. Kristin will report back on feasibility of a December social meeting.

Jim reported that Kevin Arjoon, City Clerk, came to speak about election policies. 

Note: This presentation will also come to a Special BSAC meeting on November 1, 2021.

Jim provided an update about the on demand transit pilot program. This was scheduled for November, but is running behind schedule. There is consideration for a late night on demand service that would combine routes at the north and east ends of the city. These will be linked into an app and there is the ability to call in to book these trips. The service would not run in certain areas during the pilot project. Residents are advised to watch on social media for a start date. 

John provided the following updates from the Accessibility Advisory Committee:

  • The project manager for the Beachway Park Pavilion informed that they are in the midst of changing the washrooms to be co-ed, which allows one larger bathroom to be converted to a family change room. They are asking for input on how to make these fully accessible. 
  • The committee received a presentation from the Transit department on the accessibility of bus stops. There was a fear that residents will have to climb into the bus when they need to board, but the buses will all lower for residents when they are boarding. 
  • Information was provided on the new software that will help with the coordination of the on demand transit project. There will still be a need to book handi-van separately, but this technology may assist any upgrades in a handi-van project in the future.

On motion, a special meeting of BSAC was approved for November 1, 2021 at 12:00 p.m., in order to accommodate an election policy presentation from the Office of the City Clerk. 

Councillor Stolte led a discussion on how to best recruit for upcoming advisory committee vacancies. Discussion items included:

  • Asking committee members how recruitment would be best handled
  • Posting information in retirement homes
  • Potential open house in the future where residents can talk to committees in person
  • Advertising in the seniors centre
  • Including recruitment information in councillor newsletters
