The Chair read the land acknowledgement.

On motion, the minutes from the meeting held October 9, 2024, were approved as presented.

  • Chloe advised that the staff report presenting a recommendation to Council for the Part IV (individual) designation of 518 Brant Street has been pushed to the Committee of the Whole meeting on January 13, 2025.
  • Chloe advised that the staff report on Burlington Ave. and Ontario St. Heritage Conservation District Study has been pushed to the Committee of the Whole meeting on January 13, 2025.
  • Chloe noted that the consultants were in attendance at the Committee's September meeting and members were pleased with the progress of the study; however, a motion was not passed recommending that Council proceed with the Part V designation of the study area and adding the affected properties onto the Municipal Heritage Register as a means of protection until the study is complete.
  • Motion - Heritage Burlington Advisory Committee recommends that Council list the following properties on the Municipal Heritage Register as non-designated properties, as they meet one or more Ontario Regulation 9/06 heritage evaluation criteria, as per the Study findings:
    • 425 Burlington Avenue;
    • 454 Burlington Avenue;
    • 455 Burlington Avenue;
    • 457 Burlington Avenue;
    • 461 Burlington Avenue;
    • 465 Burlington Avenue;
    • 471 Burlington Avenue;
    • 475 Burlington Avenue;
    • 476 Burlington Avenue;
    • 478 Burlington Avenue;
    • 1401 Elgin Street;
    • 1410 Ontario Street;
    • 1414 Ontario Street;
    • 1418 Ontario Street;
    • 1422 Ontario Street; 
    • 1426 Ontario Street; and

Heritage Burlington Advisory Committee recommends proceeding with the Part V designation of the study area identified in the Burlington Ave. and Ontario St. Heritage Conservation District Study report. CARRIED

  • Chloe advised that staff and the heritage consultants (Stantec) will present the second batch of property evaluations to Heritage Burlington on December 17, 2024. Due to the number of property evaluations, staff are recommending that a special meeting be scheduled in January 2025 for consultation on the remaining of the 27 shortlisted properties currently being evaluated. 
  • Members were in agreement with this suggestion. Motion - Schedule an additional Heritage Burlington Advisory Committee meeting in January 2025, for consultation on the remaining Bill 23 - Heritage Designation Shortlist properties. CARRIED
  • Chloe advised that she received correspondence from the public expressing concerns about the sale of 3044 Lakeshore Road and the potential unknowns of what could happen to this property. Chloe noted that to fast track the designation of this property, a draft statement of cultural heritage value or interest will have to be completed. She will work with committee members to gather information for this document. 
  • Members expressed concern with the potential of losing a very valuable heritage property and were in full support of proceeding with the next steps to designate this property. Motion - Heritage Burlington Advisory Committee recommends that Heritage Planning staff prioritize the Ontario Regulation 9/06 heritage evaluation of 3044 Lakeshore Road for potential Part IV designation under the Ontario Heritage Act and if applicable, report back at the December Heritage Burlington meeting with a draft Statement of Cultural Heritage Value or Interest and Description of Heritage Attributes. CARRIED
  • Len shared that Marsha will receive a King Charles III Coronation Medal from MP Karina Gould at the Royal Botanical Gardens' Rock Garden on November 14, for her extensive volunteer work in Burlington and beyond, including chairing the Heritage Week Subcommittee for the last two years. 
  • Jo-Anne advised that the deadline for the advisory committee recruitment will be extended until November 17, 2024.
  • Jo-Anne advised that the December Heritage Burlington meeting is typically a social/working meeting. An in-person social time, including dinner, will take place from 6 until the meeting begins at 7 p.m. Action - Jo-Anne to email members with more information.
