  • Howard welcomed new members, and all participated in roundtable introductions.
  • Danika advised that a development application has been received for 2109 Old Lakeshore Road and 2119 Lakeshore Road to permit a 27-storey building with retail commercial space on the ground floor. The subject lands do not contain any listed or designated properties and the buildings currently on the property were constructed recently and, according to the Heritage Impact Assessment, do not contain cultural heritage value or interest.
  • Danika noted that the adjacent property at 2100 Old Lakeshore Road (the ‘Stewart-Williamson-Peck Home’) is a non-designated Register-listed property and, according to the Heritage Impact Assessment, would not be adversely impacted by this development.
  • Danika stated that the Heritage Impact Assessment indicated that there could be impact to the Register-listed heritage resource at 2101 Old Lakeshore Road (the ‘Chrysler Carriage Shop’) through land disturbance impacts related to construction, and added there are mitigation measures recommended to protect this resource. 
  • Committee discussed and Howard asked members to further review and provide comments at next meeting.
  • Danika provided some background on the development application at 2477 Queensway from 2019, for the benefit of the new members, and noted that a condition of final site plan approval was that the applicant prepare a commemorative panel for the site in consultation with Heritage Burlington to recognize the cultural heritage value of the site.
  • Members reviewed the design and content of the commemorative panel and suggested some minor grammatical and spelling amendments. Motion - Support the design and content for the commemorative panel, as amended by the Committee. CARRIED
  • Danika provided an overview of the original application, received in September 2019, for a grant from the Community Heritage Fund to financially assist the owner of 2411 Lakeshore Road in replacing rotten deck boards on their porch verandah in the amount of $375. Since that time, the applicant has advised that the scope of work increased to include the replacement of additional deck boards. Based on final cost receipts, the applicant has now applied for an additional grant in the amount of $673.15.
  • Committee discussed and supported the application.  Motion - Approve the grant application for 2411 Lakeshore Road for an additional amount of $673.15. - CARRIED
  • Danika advised that on January 27, 2020, Council endorsed the recommended land use vision and built form concept for the downtown along with the following staff direction (SD-02-20): Direct the Director of Community Planning, in consultation with Heritage Burlington, to assess the heritage value and appropriate protections (including possible Heritage Act designations) for the potential built heritage resources and potential cultural heritage landscapes identified by ASI in their September 2019 ‘Cultural Heritage Resource Assessment for the Downtown Mobility Hub’, with funding source to be determined, and report back to Council with the assessment and associated recommendations by Q4 of 2020”. In response to this staff direction, staff intend to recommend to Council in early 2021 that the City develop a comprehensive Cultural Heritage Strategy, which would align with Burlington’s 2015-2040 Strategic Plan, and reflect Council’s commitment to the conservation of Burlington’s cultural heritage resources and provide guidance on how to manage City resources and achieve conservation objectives using an informed and consistent approach. 
  • Committee discussed and support this initiative. Howard noted that this ties in nicely with the committee's objective to get properties with a "B" heritage inventory grade onto the Register. Action - Danika and Jo-Anne to set up a meeting with City Communications staff to discuss a Communications Plan. Michelle, Don and Jenna would like to participate.
  • Jo-Anne provided a brief overview of Heritage Month and how it has evolved over the years from a day (designated by Federal government), to a week (designated by Province) to a month-long celebration initiated by the committee. Jo-Anne noted that there has been increased criticism on the City's various social media channels that it's the same month as Black History Month and staff are suggesting that it be celebrated in a different month.
  • Committee discussed, shared some ideas and suggested that perhaps it could be celebrated around Joseph Brant Day in August. Members were asked to give it some thought before the next meeting and it can be further discussed in October. Action - Don to discuss with the Heritage Month Subcommittee.
