On motion, the minutes from the meeting held May 25, 2021 were approved as presented. 

Steve Lucas, Transportation Planning Technologist, presented to the committee regarding the Integrated Mobility Plan (IMP). This included discussing the engagement through council and the community, looking at the difference between transportation plans and integrated mobility plans, looking for solutions to transportation concerns that fit into different communities, looking into mode shares and how to plan for each specific community, and trying to balance all of the needs of the communities while sharing the road. The IMP has 6 key goals including:

  • Eliminating transportation related deaths and injuries
  • Making transportation accessible and reliable for users regardless of factors like age, ability, income, or familiarity with the city
  • Providing high quality transportation options while maintaining high quality of life for residents
  • Eliminating transportation related carbon emissions
  • Having Burlington's streets support the roles of the communities and helping these communities to be vibrant and prosperous
  • Planning for transportation changes of tomorrow while delivering exceptional service today

Next steps include working on the strategy, putting out lived experience papers and publishing them to the Get Involved Burlington webpage, and submitting plans for technical review by MTO, Metrolinx and engineers. 

BSAC provided feedback on the IMP and recommended including mobility devices as a visual representation on these documents to show an inclusive transportation plan as the population is aging and changing in Burlington. 

 

Jim Thurston, Halton Older Adults Advisory Committee (OAAC) representative, provided an update on the OAAC. This included explaining how the OAAC meetings work, and the list of presenters/delegations that take part (Town of Halton Hills Recreation department, Town of Milton Recreation department, Town of Oakville Recreation department, Communications subcommittee, C.A.R.P., HRPS, Peel Region, Acclaim Health, Halton Region Accessibility Advisory Committee, Newcomers Advisory Committee and two councillors). 

Jim also discussed the Human Services and Justice Coordinating Committee (HSJCC). This is a network that works across Ontario. The groups meets on a regular basis to try to coordinate seniors who get involved in the justice system- how to go through the justice system, probation, correctional services and mental health concerns. Jim shared that at BIAC there is a lot to be done around anti-racism, Black Lives Matter, and Indigenous relations. HRPS also brought in the concern over Pride flags being stolen from properties. We are also looking to add the idea of ageism into the committee. 

Jim shared that ITAC had the IMP presentation as well, where the different modes of transportation and how these can work together was discussed. Looking at ways to make different modes of transportation, such as biking and walking achievable. Please see item 6.1, above, for more information. 

John shared that at the BAAC there are two major focuses:

  • Housing Strategy: The final report is coming in Q2 2022 and it looks into many issues with housing especially in terms of accessibility and affordability.
  • On Demand Transit: This is looking at either phoning in or booking trips online, on demand. This is focusing on areas of the city where there are not regular transit services. During COVID many routes were dropped, but they are trying to adapt and do a pilot project in Q4 2021. 

There was also discussion regarding the newly installed Mobi Mats at Beachway Park and discussion of rainbow sidewalk locations. 

Seniors Day on October 1st 2021 was discussed. There will be a flag raising, proclamation and the Brant Street pier lights will be lit in gold. Seniors Day coincides with the UN International Day of Older Persons and celebrates the profound contribution of seniors. 

Kristin is to check in on the flag status and any other activities that may be planned by other departments and the proclamation details will be discussed at the September 27th meeting. 

Kristin informed that this would be the last meeting before the summer and the next BSAC meeting date will be September 27th 2021.

The committee discussed the Provincial grants available with a due date of July 15th. While there will not be enough time to properly initiate a grant for this year, this will be a key idea in 2022's work plan. 

Jim reminded the committee to return any committee forms back to Kristin as soon as possible.
