The Chair read the city's land acknowledgement.

On motion, the minutes from the meeting held October 25, 2021 were approved as presented.

The Chair welcomed Jon Millman to the committee.

Motion moved by B. Petersen: Approve Don Richardson to delegate on behalf of the Integrated Transportation Advisory Committee at the December 13, 2021 Community Planning, Regulation and Mobility Committee meeting in support of the Integrated Mobility Plan process to date and the staff recommendation of the integrated mobility network. CARRIED

ACTION:

  • Georgie to email Don's delegation notes to the committee for approval.

Motion moved by B. Revelle: Approve the Integrated Transportation Advisory Committee's 2022 meeting schedule. CARRIED

The committee created a draft 2022 workplan (attached). The workplan will be presented for approval at the January ITAC meeting.

ACTION:

  • Committee members to let Georgie know of any changes or additions to the workplan.

Kaylan is working on the Integrated Mobility Plan staff report for the December 13, 2021 Community Planning, Regulation & Mobility Committee meeting. 

Dan provided the following updates:

  • Rural Active Transportation Strategy - public engagement is underway and the committee is encouraged to provide feedback. Link to engagement web page: Rural Active Transportation Strategy | Get Involved Burlington. Deadline for comments is the second week of December.
  • Feasibility for lighting of multi-use trails - a study was undertaken that included the Centennial Multi-Use Trail and the Hydro Corridor in north Burlington. Next step will be to present the results of the study to Council. This is on the 2022 workplan once the Rural Active Transportation Strategy is complete.
  • Halton Cycling Summit - The virtual summit is scheduled for Dec. 8 at 1:30 p.m. Regional staff, Oakville, Halton Hills, Milton and Burlington staff talk about cycling accomplishments for the year. The invitation will be shared with committee members to participate if interested.
  • Cycling giveaways - In the process of purchasing bike lights, bells and bike racks. If committee members are aware of any institutions in need of bike parking, connect them with Dan. Last week, four bike racks were delivered to elementary schools and one to Gears Bike Shop.

Jeff shared:

  • an all-way stop has been installed at John and Caroline Streets. This location is a top-rated collision area with high pedestrian collisions.
  • pedestrian crossovers will be added along the Elgin Promenade at Pearl, Elizabeth and Martha Streets.
  • trail crossing across Guelph Line, south of New Street, sees 600 pedestrians in an 8-hour period. Looking at some form of traffic control but trying not to add an additional signal because of the close proximity to signal at Guelph Line and New Street.

Rob provided the following updates:

  • Transit Accessibility Plan was approved and as a result, many bus stops and pads are being updated.
  • on-demand transit is delayed and set to launch in Q1 of 2022.


Comment:

  • It was noted that transit stops aren’t being called out on the buses.

Doug shared that the Transit Accessibility Plan was endorsed by BAAC, as well as on-demand transit. December 3 is International Day of Persons with Disabilities. There will be a flag raising at city hall on that day. BAAC is also working on its 2022 workplan.

Jon shared:

  • city staff are working with the Ministry of Transportation on a proposed active transportation bridge over the QEW just east of Brant Street. It would connect on the north side somewhere behind Costco, and south side near Brant Street. The work would be done in conjunction with the Ministry of Transportation's planned upgrades of the highway interchange in that location. The city would be seeking government funding for the project.
  • a couple of committee members assisted Dan in updating the city's cycling map. Hardcopies will be available in 2022.
  • committee members are encouraged to provide feedback into the rural active transportation engagement.

Tim said SDC has been discussing its 2022 workplan. Also, the committee is looking to tighten up the turnaround time for development comments.
