Councillor Nisan made the committee aware of the two amendments he put forward for the upcoming budget discussions.  He welcomes members to make comments, or even delegate to the items.  The amendments are as follows:

  • Add ongoing funding of $1.0M to the 2023 Budget for future Active Transportation capital initiatives related to the endorsed Cycling Master Plan, to fund future initiatives in accordance with the eventual Integrated Mobility Plan and direct the Chief Financial Officer to develop a reserve fund bylaw for this purpose.
  • Add ongoing funding of $30,000 to the 2023 Budget for Open Streets Initiatives that would encourage passive active transportation activities as well as events. AND Direct the Director of Transportation to develop a program that would identify specific closure times (eg weekends) and mitigate conflicts with residential and emergency access

Dan provided the following updates to the committee:

  • the Active Transportation Plan for North Burlington has been finalized, next steps will be to use this plan to inform the Integrated Mobility Plan, the initiatives need be funded, and a priority list will be created.  One initiative that could be done with minimal cost would be to improve five Bruce Trail crossings.
  • Plains Road protected cycling facilities will be completed in the next few months which are being installed along Plains Road from Waterdown Road to the Royal Botanical Gardens.
  • Protected cycling facilities are planned for Prospect Street from Cumberland to Brant Street, this is a top project in the cycling plan, the City has received funding for this project and it is currently in the planning stage and will wrap up next year.
  • At the request of Councillor Kearns, staff has been working with Burlington Green to figure out how to provide additional bike parking at Beachway Park, input from this committee is encouraged.  Staff will be having an onsite meeting with Burlington Green and anyone from the committee that would like to attend is welcome.  In addition to more bike parking a bike repair station will be installed at the park.
  • Food for Feedback event took place at Brant Hills, Transportation had a table and provided cycling giveaways.  Hopefully this event will take place again in 2023.

Jon provided the following updates to the committee:

  • received an update regarding the Integrated Mobility Plan, it will be going to Council in June
  • work is being done with Transit and creating priority signals for buses
  • the crosswalk in front of City Hall at Brant and John Streets gives pedestrians a walk signal prior to cars being given a green light
  • Transit buses are taking credit cards, no need for a presto card
  • Transit is conducting an on-demand pilot project for underserved areas that do not have regular transit

The committee members will discuss and approve the 2023 workplan and budget at the March 28 committee meeting.

On motion the 2023 schedule of meetings was approved as presented.

Chair adjourned the meeting at 7:33 p.m.

Councillor Nisan left the meeting after his update.
