On motion, ITAC approved moving the November 29, 2021 meeting to November 22, 2021.

On-demand transit is that there is no fixed route or schedule, and buses are dispatched on a request-basis. This means more flexibility for customers as they can book a ride when it's most convenient for them. Designed to improve connections to transportation hubs and popular destinations like shopping centres or hospitals. 

Objectives of on-demand transit in Burlington: (based on a five year business plan)

  • Replace lower performing routes (or route segments)
  • Introduce to areas far from fixed-route service
  • Improve connections to rapid transit station

Automated Speed Enforcement (ASE) is an automated system that uses a camera and a speed measurement device to spot and capture photos of vehicles in excess of the posted speed limit. It is designed to work collectively with other methods and strategies. ASE is focused on changing driver behaviour to decrease speeding and increase safety.

Photo images are reviewed by Provincial Offence Officers and then tickets are issued to the owner of the vehicle regardless of who was driving. When the conviction has been set, only penalty is a fine – no demerit points will be issued nor will the registered owner's driving record be impacted.

Locations are chosen by data, that considers speed and collision statistics. ASE systems will be placed in Community Safety Zones near schools.

Committee comments:

  • would like decreased speeding for the seniors in the community to make it safer
  • this may be very costly, is there a cost benefit?
  • concerned that this may not work in slowing people down, and this approach does not address the offence/behaviour in the moment
  • like to see signage at community safety zones

The next step of the Integrated Mobility Plan (IMP) is identifying what aspects of our current transportation systems are not aligned with where we want to end up in the future.  The Lived Experience Paper aligns itself to all the challenges and the opportunity to meet the barriers.  The guide provides several fictionalized Burlington residents whose transportation needs reflect feedback the city has heard from real Burlington residents over the years. Committee members were asked to send feedback to Kaylan on the Lived Experience Paper. 

Committee comments:

  • liked how the stories were laid out
  • interesting real life scenarios 
  • didn't realize how complex it was, there is no quick solution
  • very transparent on hardships
  • it makes people aware about situations and sometimes the solutions are not always perfect
  • there is accessibility and walkability 
  • members liked the facts and sources in the paper 

The next step is engagement, through story boards on the Get Involved Burlington website, to get feedback from the Lived Experience Paper. Also, other draft Lived Experience Paper scenarios will be created for the other advisory committees based on their mandates. 

The committee needed more time to review and discuss items. City staff provided dates for some of the items and the committee will review and approve the workplan at the May ITAC meeting. Draft items for the 2021 workplan are attached.

Dealing with developers' requests due to construction, i.e. sidewalks. Waiting on more information about the Region of Halton's White Paper and the committee will be updated. 

Transportation will be offering recommendations on safety for cyclists and sidewalks regarding the road reconstruction on Plains Rd W. (Spring Gardens Rd - Shadeland Ave) arterial resurfacing. The date for the public meeting is to be determined and Dan will share the information with the committee.

Not sure what Bike Month is going to look like, and it is to be determined.

The BAAC had a member speak at the April 20, 2021 Council meeting regarding the City of Burlington Housing Strategy – Draft Engagement Plan (PL-16-21).  It's important that we plan to include people with disabilities in our housing market. The need to create more accessible housing stock, developing a registry of information on homes fitted for lifts/ramps would be beneficial information for individuals with disabilities when looking at housing for rent/buying. 

Importance in having senior accommodations as part the Housing Strategy.

Tim will bring some information about the new development process to the committee's next meeting. SDC is also looking at the Regional Official Plan and the Housing Strategy.
