  • David Barker declared an interest in Item 7.1 b. - Heritage permit and Community Heritage Fund applications for 2411 Lakeshore Road - as he is the owner of the subject property. He refrained from discussion and voting on this item.
  • Danika provided an overview of the development application for 1134-1167 Plains Road East and noted that the lands at 1134 Plains Road East currently support a 2.5 storey red brick Victorian Vernacular structure known as the "Davis House" that is listed on the City's Municipal Register of Cultural Heritage Resources. Danika stated that the Heritage Impact Assessment finds that the property contains design/physical, historical/associative and contextual value and includes a list of the heritage attributes. The proposed development will retain the original section of the "Davis House" as a stand-alone structure and relocate it on the property to the corner of Plains Road East and Fairview Street, with the intention of bringing greater prominence to the building on the development site. It is intended that the building will have a public or commercial use.
  • Committee was very pleased that the Davis House will be preserved and would like to see the developer/owner commit to allowing the City to designate the building. A suggestion was made that perhaps the building should be relocated to a different site altogether where it might be more visible and less dwarfed by the tall buildings; however, the consensus of the committee was that the heritage attributes would be best conserved by leaving the building on the subject property as proposed in the drawings and plans provided. In addition, the proposal to install signage and an illustrative plaque providing information on the property and area was also well received by the Committee.  Motion - Authorize the Chair to provide written comments to staff on behalf of the Committee. CARRIED
  • Danika advised that an application for a Heritage Permit and associated grant from the Community Heritage Fund was received for repair and rehabilitation work on the front porch at 2411 Lakeshore Road. She advised that the heritage attributes of this designated property include the gable roof covered verandah.
  • Committee supported the applications. Motion - Support the requested Heritage Permit application. CARRIED
    Motion -  Recommend approval of the grant application for 2411 Lakeshore Road. CARRIED
  • Danika provided an overview of the Bill 108 amendments to the Ontario Heritage Act, the majority of which came into effect on July 1, 2021 and include the following:
    • new requirements for listing non-designated properties on the municipal register;
    • changes to the designation process;
    • changes to the alteration and demolition process;
    • changes to appeals process;
    • records required for Tribunal;
    • digital submissions;
    • electronic service delivery; and
    • transition provisions.
  • Danika referenced the Ontario Heritage Act, Section 69 which describes offences and restoration costs related to contravening the Heritage Act or its regulations, including demolishing designated heritage resources without consent.
  • Members asked who would initiate enforcement and how it is done and suggested that perhaps this would be useful information for the heritage planning page on the City's website.
  • Michele reminded members that in order to accomplish the work on the committee's work plan, we all need to work together as a team.
  • With the committee unable to secure a copy of Mark Visser's book on monuments "Cast in Bronze, Carved in Stone" Michele asked if she could borrow Len's copy in order to make a list of monuments that she could provide to the Burlington Historical Society for their review.
  • Michele advised that she will be heading up the evaluations for adding properties to the Register while Marwa is away. Her goal is to review all the B and C properties by October and noted that in order to achieve this, the members of the task force will need to review 10 properties a month. 
  • Michele stated that Regional Official Plan Amendment (ROPA) 48  has been adopted by the Region. This amendment moves the Urban Growth Centre from the downtown to the area around the Burlington GO station and, in her opinion, is a huge win for the preservation of heritage homes in the downtown area.  
  • The City is hoping to begin "Throwback Thursday" social media posts in  the Fall which will highlight some fun facts on Burlington's heritage every week. Michele asked if someone could provide Jo-Anne with a minimum of ten fun facts with photos. Alan volunteered to do this.
  • Michele shared that she found a couple of YouTube videos that have some good information about heritage trees and noted the importance of understanding what the designation of heritage trees means to the property owner if trees on private property are designated. She will email the link to the videos to members.
  • Don shared that with the Province entering Step 3 on July 16, he is hopeful that the in-person events will be able to move ahead. He stated that a new event was added to the schedule to celebrate Black heritage from the Halton Black History Awareness Society. Don thanked the Subcommittee for all of their work. Motion - Authorize the spending of up to $2,000 for expenses related to Heritage Week. CARRIED

  • Discussion took place as to what time and financial commitment would be required for the Community Planning Department to evaluate non-designated properties currently listed on the Municipal Register for potential designation. The properties discussed, as a starting point, included schools and churches. The Committee thought this initiative required further consideration given that this is not on Heritage Burlington’s 2021 work plan or included in the budget for this year; the complexity of the issue; the work required to complete this year’s work plan; and differing opinions on this subject. The Chair suggested that this item be included in discussions for next year’s work plan and budget.
