Lisa introduced Jason and Carm as the two new alternate members of the committee and announced Rob Proctor's resignation. Lisa conducted a lottery to determine which of the two new alternates would fill the vacant position left by Rob. Carm was successful and has become a full voting committee member.

Committee members introduced themselves and participated in an ice breaker activity to get to know one another.

Lisa conducted an election of Chair and Vice Chair of the committee.

On motion, Alan Kirkpatrick and Kerry Eaton were voted Chair and Vice Chair, respectively, for the term ending December 31, 2018.

Dan Ozimkovic provided the following update:

Cycling Master Plan

  • Cycling Master Plan was approved in 2009.
  • funding received to update the plan; consultant hired. 
  • concentration on a cycling network.
  • will need to prioritize the work and include in capital budget.

ACTION: Committee members are encouraged to provide comments through the city's website at www.burlington.ca/cyclingplan. Doug, Kerry and Ken to complete the cycling work book and send to Georgie to circulate to the committee to review.

Bike Share

  • Hamilton has a great bike share program and staff have been trying to extend it into Burlington over last few years via Plains Road to downtown.
  • could be potential funding from Metrolinx to purchase bikes.

Commuter Cycling Funding

  • the city received a $640,000 provincial grant related to commuter cycling.
  • funds will improve the Francis Road multi-use path from Northshore Boulevard to Plains Road; path will be paved to 4m wide.
  • staff were hoping to build cycle tracks on New Street, but funding doesn't cover the cost. 
  • staff will explore other provincial and federal grants to build cycle tracks on New Street

Bike-to-GO Stations

  • Metrolinx are well aware of need to do more regarding active transportation for people to get to GO stations.
  • will be running a campaign in June to encourage more people to cycle to GO Stations.
  • city received some funding for minor improvements.

ACTION: Dan to share with Metrolinx the need for bike lockers at Aldershot GO Station.

Road Work:

  • Dundas Street will be widened to 6 lanes from Appleby Line east to Oakville and will include buffered bike lanes. A second widening is also planned from Appleby Line west to the 407 car pool lot.
  • King Road will be widened from the North Service Road to Mountain Brow with paved shoulders.
  • Waterdown Road will be widened north of the 403 and will include one lane in each direction, a centre turn lane and buffered bike lanes on both sides. There will also be a multi use path on west side of the road.

Colm Lynn provided the following update:

Budget

  • Transit received a significant investment of $1.8 million in the 2018 budget which will go towards:
    • $1.3 million to stabilizing operations with additional supervisors and mechanics, as well as converting some part-time staff to full-time.
    • five additional operators to increase reliability of the service.
    • providing 365 days per year service. Previously, Transit didn't operate on Christmas Day and New Year's Day.

Presto

  • city signed a new, 10-year agreement with Presto. We will now be paying 6% commission to Presto; previously it was 3%.

Grant Programs

  • Public Transit Infrastructure Fund (PTIF) - many city projects were funded through this grant last year. Federal government recently announced a second phase and the city will be submitting applications.
  • federal government has announced a grant for projects that reduce greenhouse gas emissions and the city will be applying.

Integrated Transit Mobility Plan (ITMP)

  • Jarrett Walker undertook the recent transit study and will help to redesign a new transit network for the city.
  • increasing the frequency of transit seems to be a need.
  • staff will report in the spring on the approach to the transit network.
  • public engagement will take place to seek feedback.
  • hope to have a new transit network design for 2019.
  • to be successful in a network redesign, education and communication is going to be key.

Georgie advised that citizen committees are expected to report annually to City Council providing an update on their previous year's work and upcoming work plan. ITAC's report will go to the May 8 Planning & Development Committee meeting. 

ACTION: Georgie to work with Alan and Kerry to finalize the 2017 annual report and upcoming work plan details and circulate to committee members for comment.

The committee shared the following ideas for the 2018 work plan:

  • continue to be involved and provide feedback into transportation planning, traffic operations and transit initiatives, including proposed master plans and policies.
  • transit marketing plan discussion in May.
  • learn about the Bike Share program in Hamilton.
  • future meeting at Burlington Transit and tour of the facility.
  • learn about the city's traffic operations and signal system.
  • have someone from the City's Planning Department talk to the committee about how they consider active transportation in development proposals.

Committee members discussed the benefits of receiving regular updates from the citizen advisory committee representatives that sit on ITAC.

ACTION: Georgie to add a regular agenda item to include updates from other citizen advisory committees.

Tom advised that the Seniors' Advisory Committee (BSAC) will be undertaking an audit of city facilities that provide programming for seniors to determine if there is adequate access into the facility from the sidewalk. As an example, Brant Hills does not have walking paths from the sidewalk to the facility and the paths that they do have are not plowed in the winter. BSAC is looking to see if ITAC is interested in being involved in this issue also.

ACTION: Tom to advise BSAC that ITAC is interested in being involved and will assist with the audits if necessary.
