  • David Barker declared an interest in Item 7.2 c. - grant from the Community Heritage Fund for 2411 Lakeshore Road - as he is the owner of the property. He refrained from discussion and voting on this item.
  • Thomas provided some background on the Adopted Official Plan (OP) explaining that the Region paused its review after identifying conformity issues. City Council directed staff in early 2019 to re-examine the Adopted OP specifically as it relates to the downtown policies. Thomas briefly shared the OP re-examination process to date and noted that a Cultural Heritage Resource Assessment was completed which identified known and potential heritage resources in the study area.
  • Thomas stated that engagement took place during the summer and will continue into November where discussion around 2 possible concepts for the future of downtown will take place. Thomas asked committee to provide comments by mid-November on how the findings of the heritage study should inform the development of the OP policies and what heritage objectives must the OP downtown policies achieve?
  • Danika advised that a development application re-submission has been received for this property and noted that the committee was previously consulted in February 2019 with the first submission. Notable revisions to the building plans that pertain to the heritage building include:
    • proposed building exterior wall facing Pearl Street next to the heritage building has been set back further from the property line to accentuate the heritage building facade and allow wider pedestrian sidewalk; and
    • units above the heritage building have been removed.
  • Members were pleased that the developer's revised plans took into account some of the committee's suggestions but noted difficulty in determining the visual effect of the changes. Committee noted that it would be helpful to have additional renderings of what 383-385 Pearl Street would look like in the context of the new design.  Motion - Authorize the Chair to provide written comments to staff on behalf of the committee.  CARRIED
  • Danika advised that a development application was received for 2093, 2097, 2102 Old Lakeshore Road and 2096, 2100 Lakeshore Road to permit a 27 storey mixed-use building with commercial units on the ground floor and 310 residential above. A building that is listed on the City's Municipal Heritage Register is located on the property at 2102 Old Lakeshore Road and is to become integrated with the proposed development. Three other buildings located on the site have been identified in various planning studies but are not listed on the Municipal Register. The subject site is adjacent to/across the street from three existing buildings, two of which are listed on the Municipal Register. 
  • Committee commended the developer for preserving the Carriage House but expressed disappointment that the other listed properties would not be preserved, particularly 2093 Old Lakeshore Road (the Cole-Mortimer House). Committee encouraged staff to work with the developer to see if there is a way of preserving this house.  Motion - Authorize the Chair to provide written comments to staff on behalf of the committee. CARRIED
  • Staff received an application for a grant from the Community Heritage Fund to financially assist the owner in replacing rotten deck boards on the porch verandah at 2411 Lakeshore Road. The applicant is proposing to replace with red cedar boards and retain the entire porch deck to match. The applicant is proposing to do the work himself and is seeking a grant in the amount of $375.
  • Committee discussed and supported the application.  Motion - Approve the grant application for 2411 Lakeshore Road in the amount of $375. - CARRIED
  • Danika briefly reviewed proposed updates to the Community Heritage Fund By-law and best practices from other municipalities.
  • Howard noted the need for flexibility and the importance of educating owners of designated properties.  Action - David and Rick to work with Danika on updates to the Community Heritage Fund By-law.
  • Danika advised that she has been working with Parks & Open Space staff on potential locations for the Brant Inn commemorative panel and Cenotaph plaque in Spencer Smith Park.
  • Danika noted that the Around the Bay commemorative panel is being manufactured and is expected to be delivered by the end of October. Capital Works staff are coordinating the concrete pad and bench installation.
  • Jo-Anne shared the first draft of the app for the three walking tours and noted that the descriptions still have to be reviewed by Communications staff.
  • Sille and Don advised that they have completed two bike tours - one in Aldershot and one in Roseland area.
  • Update will be provided at November meeting.
  • Finding dates for the ERA workshop that work for the majority of committee members has been challenging. Action - Howard to contact ERA to discuss other options.
  • Don advised that the launch for Heritage Month will be held at Knox Presbyterian Church on February 1 and noted that Heritage Burlington will be hosting a pub crawl on February 13. Action - Jo-Anne to check with Legal Department regarding possible liability issues.
  • Howard advised with regret that Pauline Laing has resigned from the committee.
