The Chair read the city's land acknowledgement.

Georgie conducted the election of Chair and Vice Chair.

On motion, Nick Morrison and Tim Park were elected as Chair and Vice Chair, respectively, to the Burlington Integrated Transportation Advisory Committee for the term to expire December 31, 2022.

On motion, the minutes from the meeting held November 22, 2021 were approved as presented.

Georgie shared that Jason submitted his resignation from the committee and this is his last meeting. Jason was thanked for his contributions to the committee.

Jason's resignation leaves a vacancy for a voting member. Georgie advised that Alex moves from alternate to full voting member effective immediately.

Approve the Integrated Transportation Advisory Committee's 2021 annual report as presented. CARRIED

Moved by B. Petersen:

Approve the Integrated Transportation Advisory Committee's 2022 work plan, as amended, to update column three with the names of those interested in items and remove those who have left the committee. CARRIED

Kaylan shared the following updates:

  • recommended preferred network for the Integrated Mobility Plan was approved by Council and Don provided a great delegation on behalf of ITAC;
  • Plains Road cycling infrastructure public information session was held on Jan. 27;
  • active transportation grant funding released on Friday (Active Transportation Fund Applicant Guide). Staff will be preparing applications, with the biggest item being a pedestrian structure over the QEW just east of Brant Street;
  • staff will be reviewing current accessible parking standards and will look for committee input. The review will include public engagement and stakeholder meetings.

On behalf of Dan, Georgie provided the following updates:

  • Rural Active Transportation Strategy public engagement closed on January 14th and the consultant is preparing their report;
  • Cycling map 2022 has been finalized. PDFs will be posted on the city website and printed next month;
  • Interactive Cycling Map (www.burlington.ca/cyclingmap) has been updated with current cycling facilities;
  • Bike Month in June - starting to talk with Cycling Toronto about this year’s events.

Jeff shared:

  • staff are looking for new neighbourhoods for the 40km/hr speed limit reduction and will be implementing the 12 that were approved by Council;
  • traffic calming policies will be reviewed this year, along with the data related to speed hump installations. Will share before and after data related to speed humps at a future meeting.

In response to a concern raised about traffic being displaced and rerouted in neighbourhoods due to traffic calming measures on main streets, Jeff said that staff do look at that when concerns are raised.

Catherine shared the following updates:

New Schedule

  • on January 9, 2022 COVID-19 emergency schedule was implemented;
  • schedule developed in 2020 to reduce service due to staffing shortages caused by COVID related absences;
  • since October 2021, resource challenges were becoming apparent;
  • by late December, staffing shortages caused by COVID were impacting the ability to manage the existing timetable;
  • by reducing service, there is sufficient staff required to run a modified and consistent service;
  • last week, extra buses were added on route 10 to accommodate school bell times.

Ridership

  • ridership continued to rise in 2021. December numbers increased to 83% of pre-pandemic levels compared to December 2019;
  • this was attributed to service level enhancements made to the schedule in September 2021. While great news for ridership, it was not sustainable from a resource perspective;
  • January boardings are lower than December due to lockdown/restrictions. Increases to ridership occurred on January 19, when students went back to in-person learning.

EnAbling Change Campaign

  • OPTA (Ontario Public Transit Association) campaign started on January 24;
  • campaign raises awareness of transit accessibility features and encourages customers to consider the needs of others;
  • Burlington Transit participating in this campaign through their communication channels (Twitter, MyRide, website);
  • details about the campaign can be viewed at https://ontariopublictransit.ca/enablingchange/.

Georgie advised that Doug Benton has completed his term on Burlington Accessibility Advisory Committee (BAAC) and we are awaiting the completion of the 2022 recruitment campaign to have another member of BAAC join the committee.

Jon shared the following updates:

  • Bay Area Climate Change Council presented recommendations on low carbon transportation choices for Hamilton and Burlington and the committee provided feedback;
  • approved $500 from its budget to purchase cycling giveaways to be given out this year;
  • approved 2021 annual report and 2022 workplan;
  • 2022 Chair is Chris Scotland and Vice Chair is Jon.

Georgie advised that Jim Young has completed his term on Burlington Seniors' Advisory Committee (BSAC) and we are awaiting the completion of the 2022 recruitment campaign to have another member of BSAC join the committee.

Tim provided the following updates:

  • SDC is recruiting for two new members and interviews were completed;
  • 2021 annual report and 2022 workplan were approved;
  • Waterfront Hotel and several other developments will be coming up for review and comment by the committee.
