The Community Planning, Regulation and Mobility Committee, in accordance with Section 34 of the Planning Act, as amended, held Public Meeting No. 3-21 on June 8, 2021 to approve housekeeping amendments to Zoning By-law 2020. Having considered the oral and written comments received from staff and delegations, the Community Planning, Regulation and Mobility Committee approved report PL-29-21.

    Enact By-law 2020.429 as outlined in Appendix A to community planning department report PL-29-21.

Having considered the oral and written comments received from staff and delegations, the Community Planning, Regulation and Mobility Committee approved report PL-30-21.

    Endorse the proposed Terms of Reference for the MTSA Area-Specific Planning Project attached as Appendix A to community planning department report PL-27-21; and

    Authorize the Director of Community Planning to engage consultants through a Request for Proposal process to carry out the work, in accordance with the above noted proposed Terms of Reference; and

    Direct the Director of Community Planning to finalize the Engagement and Communication Plan for the Major Transit Station Area area-specific planning project based on the Draft Engagement and Communication Plan attached as Appendix B to community planning department report PL-27-21; and

    Approve the single source procurement for “Downtown Urban Centre and Burlington GO Major Transit Station Area Flood Hazard and Scoped SWM Assessment Phase 2 Study” to Wood Environment & Infrastructure Solutions, who completed Phase 1 of this project and have the background information and hydrologic and hydraulic models to complete Phase 2 within the March 31, 2022 deadline, at an upset budget limit of $170,000, exclusive of tax.

    Direct the Director of Community Planning to submit community planning department report PL-21-21 and Appendix A as the City of Burlington’s submission on the Region of Halton’s Official Plan Growth Concept Discussion Paper by the comment submission deadline; and

    Direct the Director of Community Planning to provide any additional comments to the Region, if any, upon Council approval; and

    Direct the Director of Community Planning to provide City Council’s position on 4103 Palladium Way in Staff Report PL-21-21 (pg 20-21) to reflect the following:

    "The employment conversion request for 4103 Palladium Way is currently under further consideration for employment conversion through the Region's Growth Concepts Discussion Paper. However given the unique nature of this site, which is subject to a site-specific policy in the new Official Plan, the introduction of a retirement home on this site resulting in an employment conversion may be supported if it can be demonstrated that the further development will have no new impacts on the function of the abutting employment area as an integral component of the permitted long term care home."

    In recognition and support of Burlington’s 2SLGBTQIA+ (Two-Spirit, Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Asexual) Community, direct staff to review the following city infrastructure initiatives:

    1. Refer the results of the survey entitled “Rainbow Crosswalk Survey” and direct the Director of Transportation to implement six (6) additional Pride (rainbow) crosswalks, using pre-established criteria, by Q4 2022, based on input from the community survey; and
    2. Approve funding with an upset amount of $50,000 from the Tax Rate Stabilization Reserve Fund for the installation of the first 3 rainbow crosswalks in 2021, as soon as they can be installed and no later than Q4 2021; and
    3. Report back to committee and council on the 2021 crosswalks, including locations, timing and cost, no later than Q3 2021; and (SD-15-21)
    4. Direct the Director of Transportation to consider as part of the 2022 capital budget three (3) additional Pride (rainbow) crosswalks to be installed by Q4 2022, using pre-established criteria, and based on input from the community survey. Report to committee and council on the locations, timing and cost no later than Q2 2022; and (SD-16-21)
    5. Direct the Director of Transportation to conduct a review in 2023 on rainbow crosswalks, including additional consultation on future locations and report back to CPRM Committee no later than Q2 2023; and (SD-17-21)
    6. Direct the Director of Roads Parks and Forestry to report back to EICS Committee no later than Q3 2021 with options for including Pride (rainbow) themed benches as an option in the Councillor Bench Program; and (SD-18-21)
    7. Direct the Director of Transportation to report to CPRM Committee no later than Q4 2021 on expanding the Street Banner Program to include a Pride (rainbow) themed option with sufficient time to implement by June 2022, the report shall include options, locations, cost and identify a funding source.
