The Development and Infrastructure Committee, in accordance with Section 34 of the Planning Act, as amended, held Public Meeting No.15 on December 13 to approve the proposed Zoning By-law amendment for 514 Pearl. Having considered the oral and written comments received from staff and delegations, the Development and Infrastructure Committee received PB-90-16 for consideration.

Approve the application to amend the Zoning By-law 2020, as amended, submitted by Greg Poole of Greg Poole & Associates Inc. to permit a semi-detached dwelling unit at 514 Pearl Street; and

Enact and pass Zoning Bylaw 2020.XXX as attached as appendix II of planning and building department report PB-90-16 to amend the zoning for lands at 514 Pearl Street from DRL to DRL-465; and

Deem that Bylaw 2020.XXX will conform to the Official Plan of the City of Burlington and that there are no applications to alter the Official Plan with respect to the subject lands.

Approve the amendments to the Official Plan, as contained in appendix A of planning and building department report PB-80-16, which relate to the implementation of the Roseland, Indian Point, and Shoreacres Character Studies; and

Approve the amendments to the Zoning By-law, as contained in appendix B of planning and building department report PB-80-16, which relate to the implementation of the Roseland, Indian Point, and Shoreacres Character Studies; and

Approve the additional amendment to the Zoning By-law, as contained in the staff memo dated December 12, 2016, which relates to the transition strategy for zoning compliance as part of the Building Permit process; and

Deem that the additional amendment to the Zoning By-law is minor in nature and that no further public notice of the additional amendment to the Zoning By-law is necessary.

The City of Burlington entirely supports the expansion of Joseph Brant Museum with the support and commitment of the Federal Government of our Canada Cultural Spaces application, we will move ahead with the transformation of Joseph Brant Museum into Burlington’s community museum and heritage centre ensuring this culturally-significant facility remains an important part of our past, present and future; and

Council directs the City Manager to complete the following:

Provide the Federal Government with a letter recognizing the Museum Transformation Project will be initiated upon the award of the Federal contribution of $5,207,294.00; and

Provide the Federal Government a cash flow template; and

Provide the Federal Government confirmation of all sources of funding; and

Work with the Trillium Foundation as required in the grant contract and seek approval to extend the end date; and

Continue to work with the JBM Foundation and JBM Board to confirm their commitments to the Transformation project.
