The Planning and Development Committee, in accordance with Section 34 of the Planning Act, as amended, held Public Meeting No. 6 on May 30, 2017 to receive the proposed Zoning By-law amendment for 1160 King Road. Having considered the oral and written comments received from staff and delegations, the Planning and Development Committee received PB-32-17 for consideration.

​Ed Fothergill, Fothergill Planning & Development Inc., appeared before committee to provide information on the application and respond to questions of the committee.

The Planning and Development Committee, in accordance with Section 34 of the Planning Act, as amended, held Public Meeting No. 7 on May 30, 2017 to receive the proposed Zoning By-law amendment for 33 Fairwood Place West. Having considered the oral and written comments received from staff and delegations, the Planning and Development Committee received PB-30-17 for consideration.

​Mr. Wood appeared before committee to relay concerns with the proposed development. Mr. Wood expressed concerns with the compatibility of the development within the neighbourhood and the removal of trees.

​Ms. Holman appeared before committee to clarify information specific to lot 19 of the proposed development. Ms. Holman relayed that there is currently no offer to purchase the remaining portion of lot 19.

Nancy Frieday, Wellings Planning Consultants, appeared before committee to provide information on the application and respond to questions of the committee.

​Mr. Leitch appeared before committee to relay concerns with the proposed development. Mr. Leitch expressed concerns with the relocation of the fence along the west side of the proposed development.

​Harry Froussios, Zelinka Priamo Ltd., appeared before committee to relay support for the staff recommendation, thank staff and the public for their input and participation, and to respond to questions of the committee.

​Eric Saulesleja, GSP Group Inc., appeared before committee to provide information on the application and respond to questions of the committee.

    Approve enactment of the attached by-law to repeal the existing Site Plan Control Area by-laws and enact a new Site Plan Control Area by-law; and

    Direct staff to prepare all new site plan approval agreements substantially in accordance with the new site plan approval agreement template.

    Approve the application for variances to Sign By-law 34-2007 made by Astound Group to permit the installation of a new ground sign which requires the following variances:

    1. A 3 metre side yard setback instead of the minimum required 4.5 metres from any lot line other than a front lot line
    2. A distance of 20 metres between ground signs, whereas a minimum separation distance of 45 metres is required.

    Subject to the following condition:

    1. The variance applies to the proposed ground sign only and is valid only for the duration of the existing use on site.

    Approve the single source procurement for the supply and installation of LED street lighting replacement program to Burlington Hydro Inc. Burlington Electricity Services Incorporated (BESI); and

    Direct the Director of Transportation to enter into an agreement with Burlington Hydro for the supply, installation and project management of the LED Streetlight Replacement project to commence in 2017 subject to the satisfaction of the City Solicitor and Director of Finance on finalized agreement terms; and

    Authorize the Manager of Procurement Services to issue a Purchase Order and or sign related agreements subject to the approval of the City Solicitor as outlined in Transportation report TS-03-17.

  • 1.Approve Amendment No. XXX to the City of Burlington Official Plan, as contained in Appendix 3 of planning and building department report PB-05-17, to redesignate lands at 2384 Queensway Drive from “Neighbourhood Commercial” to “Residential – Medium Density” to permit the development of 18 townhouse units at 2384 Queensway Drive; and

    Deem that Section 17 (21) of the Planning Act has been met; and

    Enact and pass By-law XX-2017, as attached as Appendix 3 of planning and building department report PB-05-17, to amend the Official Plan by redesignating lands at 2384 Queensway Drive from “Neighbourhood Commercial” to “Residential – Medium Density”. (file 505-04/15)

    2. Approve the application to amend Zoning By-law 2020, as amended, by Habitat for Humanity Halton to permit 18 townhouses at 2384 Queensway Drive; and

    Enact and pass Zoning By-law 2020.XXX, as attached as Appendix 4 of planning and building department report PB-05-17, to rezone lands at 2384 Queensway Drive from CN2 to H-RM2-XXX (Residential Medium-Density exception); and

    Deem that By-law 2020.XXX will conform to the Official Plan of the City of Burlington once Official Plan Amendment No. XXX is adopted, and;

    State that the amending zoning by-law will not come into effect until Official Plan Amendment No. XXX is adopted. (File 520-04/15)
